SWOCOG will be the center of excellence in Southwestern Ohio for regional supports to people with developmental disabilities and their stakeholders who support them.

Our Mission

The mission of the Southwestern Ohio Council of Governments is to provide support and solutions to county boards of developmental disabilities through cost-effective shared services that deliver value, satisfaction, and maximization of resources.

Objectives

  1. Explore ways to move practices to electronic methods.
  2. Solicit ongoing feedback/evaluation to enhance/improve service delivery.

  1. The COG has identified areas to increase efficiencies.
  2. There is a process in place to receive input/satisfaction from stakeholders.

GROWTH

We will advance our mission through cultivating high-quality cost effective services.

Objectives

  1. Develop marketing strategies.
  2. Provide new support opportunities and expand services based on the needs of the communities.
  3. Develop new partnerships, and provide innovative solutions to a variety of stakeholders.

Measures

     1. (a) The COG will have a new website that is user friendly.

     1. (b) The COG will increase its presence on social media.


     2. (a) The COG actively recruits for new membership.

     2. (b) The COG provides a new service option a year for member and non member counties.

     2. (c) The COG will apply for grants when available.



     3. Staff will participate in various stakeholder groups and committees.

We will advance our mission by having a strong and capable workforce and building relationships with our customers.

Objectives

  1. Evaluate and adjust compensation and benefits to be competitive with the market place.
  2. Ensure staff has sufficient expertise, training and resources.
  3. Develop an integrated strategy for promoting synergy, initiative and productivity.
  4. Develop an employee evaluation process
  5. Review all policies and establish clear roles and processes.

Measures

  1. The COG will have a salary and benefit package that is competitive with the local marketplace.
  2. Staff will attend local, regional, and state trainings and meetings.
  3. There is a defined team building and recognition plan for employees.
  4. The COG will have a performance review process in place.
  5. All policies are updated and a continuous review process is in place.

What is a Council of Governments?

A council of governments (COG) is a regional multi-service entity that is created by governmental bodies within its area. In the case of SWOCOG, it was created by four county boards of DD. In Ohio, chapter 167 in statute defines guidelines for a COG. The role of COGs has been shaped by changing dynamics in state and local governments that recognize that regional efforts are valuable to meet the needs of the individuals in the community.

History Of SWOCOG

The Southwestern Ohio Council of Governments (SWOCOG) was formed in 2009 and currently has six county boards of developmental disabilities in southwestern Ohio: Butler, Clermont, Greene, Hamilton, Montgomery, and Warren counties.


Our goal is to support the efforts of county boards of developmental disabilities by implementing regional opportunities for collaboration and sharing of resources.
